    Brief

    The Office for Product Safety and Standards (OPSS), part of the Department for Business and Trade (DBT), is establishing a multi-lot Open Framework under the Procurement Act 2023 to procure comprehensive product testing services. As the UK's national product regulator, OPSS requires testing across multiple disciplines to support regulatory enforcement and market surveillance activities. The framework covers: construction product testing, consumer product safety testing, energy efficiency and noise compliance testing, chemical and microbiological analysis, and cybersecurity and digital compliance testing for connected products. This is a significant opportunity for testing laboratories and service providers with expertise in these areas. The framework is expected to operate for up to eight years with an estimated total value of £43 million (excluding VAT) and may be reopened during its term to add additional suppliers. Suppliers should have relevant accreditations, technical capabilities, and experience in their respective testing disciplines to support regulatory compliance across the UK market.
