Consultancy Services for Pay and Grading Review

Somerset Council is looking for a consultancy partner to help with a Pay and Grading review. Somerset Council, formed on April 1, 2023, combines services from four previous district councils and Somerset County Council. The council is undergoing transformation and has recently restructured its organization, with approximately 4,670 full-time equivalent staff as of April 1. The council is considering a Total Reward Transformation program that may require support for an extensive 18-24 month project aimed at enhancing the employer value proposition (EVP) and modernizing the pay and grading structure by 2026/27. This strategy will help the council attract, retain, and motivate a skilled workforce, ensuring high-quality services for Somerset residents. The Total Reward Program and Pay and Grading Review are part of the 'Improvement and Transformation Workforce Programme.' The implementation will focus on two main areas: 1. **Workstream 1**: Developing a new pay and grading structure, which includes creating evaluated job descriptions, ensuring fair job evaluations that comply with legal standards, and establishing a cost-effective pay structure that meets recruitment and retention goals. 2. **Workstream 2**: Integrating other employment terms and conditions, such as pay enhancements, leave policies, travel allowances, and staff benefits. Consultants interested in this opportunity must demonstrate proven experience in delivering similar projects in comparable organizations. Following recent market engagement, a Further Competition is being launched for interested consultants under Lot 5 (Human Resources) of the Crown Commercial Service Framework RM6187 - Management Consultancy Framework Three (MCF3).
