Smart Applications Management Limited (SAM) operates the National Mobilities Procurement Hub, offering two framework lots for transport authorities and operators. Lot 1 comprises nine parts for integrated on-vehicle digital technology solutions: (1) Automated Vehicle Location (AVL) for real-time positioning and journey data; (2) Closed Circuit Television (CCTV) for onboard safety and incident recording; (3) Automatic Passenger Counting (APC) for occupancy and demand data; (4) Traffic Light Priority (TLP) for signal priority requests; (5) Communications tools (radio) for driver and control centre messaging; (6) On-bus destination displays for route and stop information; (7) Audio-Visual Passenger Information (AVA) for accessible next-stop announcements; (8) Bridge Strike Prevention systems for clearance warnings; and (9) Vehicle Compute Capability (VCC) providing shared computing platform infrastructure. All solutions must integrate seamlessly, support remote management, include diagnostics and monitoring, and provide ongoing lifecycle support. Lot 2 offers six parts of specialist consultancy services: (1) Bus franchising scheme development and implementation; (2) Transport ticketing and payment policy advice; (3) Technical ticketing specification and delivery; (4) Ticketing governance, research and procurement support; (5) Concessionary travel scheme management; and (6) Technical concessionary travel support including revenue modelling and reimbursement implementation. Consultants will support authorities in designing, procuring and managing modern ticketing and franchising initiatives.
