Brief

The Council seeks a service provider to encourage, enable and assist young people aged 16-18 (up to 25 with Special Educational Needs and Disabilities) who are not in education, employment or training (NEET). The service will help the Council meet its statutory duty to support positive youth participation. Service delivery must address the complex and varied needs of Wirral's NEET population, including an increasing number of home-educated young people who face barriers to accessing post-16 education and employment opportunities. Providers should propose flexible, tailored approaches that support young people with diverse backgrounds and circumstances into education, training, or employment.
