Food and Green Waste Treatment Services - Market Engagement

Oxfordshire County Council is conducting preliminary market engagement to inform its procurement strategy for treating and recycling food and green waste. The Council currently manages approximately 25,000-30,000 tonnes of food waste and 45,000-60,000 tonnes of green waste annually using anaerobic digestion, windrow composting, and in-vessel composting facilities. Current contracts expire in November 2029. This notice is for information gathering only and does not constitute a formal call for competition or procurement commitment. The Council seeks to understand market capabilities and appetite for various delivery models including: long-term treatment contracts, regional or national solutions, joint ventures, facility ownership arrangements, new infrastructure development, and flexible lotting options. Future arrangements must ensure adequate treatment capacity, support carbon reduction and circular economy objectives, deliver value for money, provide operational resilience, and accommodate potential local government reorganisation.
