    Brief

    Brighton and Hove Council is seeking support to improve their adult social care assessment and review processes, which currently face significant delays identified by CQC inspections. This project is funded by the Department of Health and Social Care through the Improvement and Development Agency (IDeA), delivered via Partners in Care and Health (PCH), a sector-led improvement programme. The council has recently introduced new assessment tools and is implementing a proportionate approach to assessments. The contractor will conduct a comprehensive review to ensure these changes are robust, consistent, and reduce unnecessary full reassessments. The work includes: • Auditing cases and practices to identify inconsistencies in proportionate assessment approaches • Highlighting staff training needs and workflow bottlenecks • Assessing cultural or practice-related challenges • Reviewing and recommending appropriate risk assessment tools (such as traffic-light systems) • Identifying best practice caseload management approaches from high-performing councils The contractor will deliver a detailed report with evidence-based recommendations to improve assessment flow, consistency, and reduce waiting times. This is a sector-led improvement programme offered to councils at no direct cost through PCH, in partnership with the Social Care Institute for Excellence and other respected organisations. Note: Contract award is conditional on IDeA maintaining its grant funding agreement with the Department of Health and Social Care.
