    Brief

    Merthyr Tydfil County Borough Council seeks a qualified provider to design and deliver a Deep Listening Exercise supporting the Marmot Programme. The provider will collaborate with the Council, University of South Wales, Cwm Taf Morgannwg Public Services Board, and local communities to gather and analyze resident experiences across the county. Findings will inform future policy, service planning, and place-based interventions to reduce health inequalities and improve wellbeing. Key contract deliverables include: developing engagement and research methodology; co-producing research questions with stakeholders; recruiting and training community researchers; delivering inclusive engagement activities with underrepresented groups; collecting qualitative and quantitative insights; analyzing findings and identifying key themes; producing reports and recommendations; and transferring knowledge to local partners for future community engagement. The successful provider must demonstrate experience in community engagement, participatory research, health inequalities, co-production, and working with diverse communities. All delivery must align with Marmot Agenda principles and the Well-being of Future Generations (Wales) Act 2015. Additionally, the provider should deliver social value outcomes including community capacity building, skills development, increased civic participation, and sustainable community benefits.
