Adult Social Care Case Management System - Direct Award Opportunity

Stockton-on-Tees Borough Council seeks to procure a compliant adult social care case management and care recording system through a Direct Award from the GCA Vertical Application Solutions Framework. This is a critical service requirement to maintain statutory Adult Social Care operations. The council must replace its existing system, which has reached the end of its contract term with no further extensions available. The new system must support effective assessment and review of all Adult Social Care clients and service users, enable access to case files for workers and front-door staff, and meet DHSC and CQC inspection requirements and statutory reporting obligations. Without a compliant solution in place, the service would cease to function, preventing worker access to service user records and halting all payments to social care providers (currently approximately £7.5 million per month). The council would be unable to meet its statutory duty to provide Adult Social Care. Due to the October 2026 contract start date, a full procurement and implementation timeline of 2-3 years is not feasible. Remaining with the incumbent supplier through this direct award minimizes implementation costs, data migration risks, and mobilization expenses, while ensuring service continuity.
