Temporary Workforce Management and Payroll Services

Essex County Council (ECC) seeks a service partner to manage temporary worker support operations including contractual engagement, weekly payroll processing, timesheet management, and billing. The partner will handle temporary workers sourced directly by ECC's HR Shared Services Team and those supplied through ECC's existing third-party agency network, supporting ECC and local authority partners. The successful provider should offer optional access to their wider supply chain, including neutral vendor networks, to serve as a contingency resource for additional sourcing support or alternative staffing solutions when needed. ECC will retain responsibility for recruitment and attraction activities.
