    Brief

    Dublin City Council (DCC) is establishing two four-year contractor framework agreements to deliver approximately 4,000 housing units across 26 sites between 2026–2030. This programme supports Ireland's national housing objectives and will use primarily Design and Build delivery models. Lot A Framework handles projects with capital expenditure (capex) between €100m–€250m, while Lot B Framework covers projects up to €100m. The procurement uses a 2-stage restricted procedure. Contractors may apply for either or both frameworks but will only be shortlisted for their preferred lot. The estimated programme value is substantial, though actual spend may vary based on site changes and construction inflation. Each framework will run for 48 months, with individual call-off contracts estimated at approximately 24 months initially. DCC has partnered with the National Development Finance Agency (NDFA) to support procurement and delivery. Further sites may be added during the frameworks' lifetime. Interested contractors should review the Project Information Memorandum for detailed requirements and apply via www.etenders.gov.ie (Resource ID 8179852). This programme is subject to funding approval.
