    Brief

    Glasgow City Council is inviting architects to submit design proposals for two vacant sites at Albert Cross in the historic East Pollokshields Conservation Area. These sites previously hosted B-listed tenement buildings destroyed by fires in 2019 and 2020. This two-stage anonymous design competition seeks innovative architectural solutions for both sites. Stage 1 requires submission of a diagrammatic conceptual design that will be evaluated by an independent judging panel. Three shortlisted entrants will advance to Stage 2, where they must develop detailed proposals including cost plans and named design teams to RIBA Plan of Work 2020 Stage 2-3 standards. The winning design may lead to a Design Services Contract to develop a full planning application, subject to Council approvals and site acquisition. All competition documents will be published on the Public Contract Scotland Tendering Portal from Friday 21 August 2026. The Council reserves the right to award the contract under Regulation 33(6) of The Public Contracts (Scotland) Regulations 2015.
