    Brief

    Dŵr Cymru Welsh Water is seeking a Competitively Appointed Provider (CAP) to design, build and finance two major water infrastructure projects in Wales under the Direct Procurement for Customers (DPC) programme. The Cwm Taf Water Supply Scheme comprises two sites: the Dan-y-Castell project (new water treatment works and pumping station near Merthyr Tydfil, estimated at £362-434 million) and the Llwyn-onn project (water treatment works upgrade in Bannau Brycheiniog National Park, estimated at £194-232 million). The projects include water treatment works, pumping stations, transfer pipelines, treated water storage, and environmental mitigation measures. Welsh Water is conducting market engagement activities to seek feedback from investors, lenders, contractors, designers and other delivery organisations interested in supporting this sustainable infrastructure investment. The competitive procurement process is expected to conclude with CAP contract award in late 2028, followed by detailed design, construction, testing and commissioning. This notice invites interested suppliers to participate in market engagement events and provide input on the emerging commercial and financing models.
