Cleaning Services Contract for Three Tower Hamlets Schools

Three Tower Hamlets schools—Morpeth School (secondary, ages 11-18), Old Palace Primary School, and Cubitt Town Primary School (both primary, ages 4-11)—are seeking a cleaning services provider through a joint procurement exercise. The contract runs from 1 August 2026 for three years with optional two-year extensions (3+1+1), with an estimated combined value of £1.7 million. Bidders must submit proposals capable of delivery under both a combined contract model across all three sites and individual site-specific models, as the schools reserve the right to award flexibly based on best value. Key requirements include LGPS pension scheme compatibility (existing staff have LGPS pensions; bidders must have or be able to achieve ABS status in a London Borough), proactive management, consistent high-quality service delivery, mandatory termly and annual reviews, and inclusion of a break clause.
