UK Tobacco Track and Trace System - Concession Contract

HMRC is seeking a supplier to deliver the United Kingdom's Tobacco Track and Trace system under a concession contract model. This service supports compliance with the World Health Organization Protocol to Eliminate Illicit Trade in Tobacco Products, which the UK ratified in 2018. Background: The existing tobacco tracking service expires on October 27, and HMRC requires a replacement supplier to continue operations. Scope of Work: The successful supplier will deliver an end-to-end Tobacco Track and Trace service including: - ID Issuer Service: Assigning unique identifiers to all tobacco products manufactured in or imported into the UK - Data Routing and Repository Service: Securely receiving, validating, storing, and providing access to traceability data for HMRC and authorized authorities Key Requirements: - Operate at national scale with high-volume transaction capacity - Meet all applicable UK and international legislative requirements - Support specific arrangements for Northern Ireland under the Northern Ireland Protocol - Comply with international best practice standards Contract Terms: - Concession contract model (costs recovered from industry users, not HMRC) - Anticipated duration: up to five years - HMRC may refine detailed requirements during procurement regarding operations, technology, performance, security, and transition arrangements This is an opportunity to provide critical infrastructure for tobacco product traceability across the United Kingdom.
