    South Wales Police is seeking a contractor to deliver substance use recovery and offender intervention services across Cardiff, Vale of Glamorgan, Cwm Taf Morgannwg, and three public sector prisons (Cardiff, Usk, and Prescoed). The service will assess, engage, and divert adults whose offending behavior is linked to drug or alcohol use away from crime and into appropriate treatment and support interventions. Services must be delivered in custody suites, courts, community settings, and prisons for individuals residing in Bridgend, Cardiff, Vale of Glamorgan, Rhondda Cynon Taf, and Merthyr Tydfil. The contractor must work collaboratively with multiple partners including health boards, local authorities, housing providers, and other substance use services. All service delivery must comply with Welsh Government Substance Misuse Treatment Frameworks, HMPPS priorities, and the Wales Reducing Re-offending Strategy. The contractor must ensure equitable access by identifying and removing barriers to service engagement, provide appropriate physical spaces for group and individual support, and be prepared for potential expansion to additional locations during the contract period.
