Smart Card Production and Concessionary Travel Services for Kent

Kent County Council is seeking a supplier to deliver comprehensive concessionary card and associated services for its public transport schemes. The contract includes: (1) Smart card production for approximately 250,000 ENCTS (English National Concessionary Travel Scheme) passes renewed every five years plus new applications and replacements, and 27,000 Kent Travel Saver passes renewed annually for school distribution; (2) Non-smart bus pass production for approximately 5,000 entitled scholar passes annually plus replacements; (3) Customer-facing application portals and self-service platforms for ENCTS and Kent Travel Saver that meet national IT and data security standards; (4) Customer management systems enabling staff to manage records, update customer status, and process card orders; (5) ENCTS administration services including customer enquiry handling, application processing, and eligibility assessment; and (6) HOPS smartcard management including journey data capture, message transmission to ticket machines, and cancellation management.
