Research on Road Connectivity and Housing Delivery

National Highways Limited is seeking a supplier to conduct a detailed research project focused on the impact of road connectivity on housing delivery in the UK. The project aims to provide a solid evidence base to address several key research questions: 1. Assess whether road connectivity is a barrier to housing delivery and identify other factors that may be contributing to delays. 2. Measure how often and to what extent a lack of road connectivity on the Strategic Road Network (SRN) is a primary limiting factor for housing projects. 3. Identify and rank significant non-road factors that hinder housing delivery in the UK, such as delays in the planning system, land acquisition costs, developer finances, labor and material shortages, and infrastructure constraints related to water and energy. 4. Explore the specific conditions under which the SRN becomes a critical limiting factor for housing delivery, considering various types of developments (e.g., large new towns vs. small infill projects), geographical contexts (e.g., urban vs. rural), and specific road issues (e.g., traffic congestion, safety concerns, or lack of access). 5. Analyze how road-related challenges interact with other barriers to housing delivery, such as planning delays and utility infrastructure capacity, to affect the speed and scale of housing projects. 6. Develop a predictive model to help National Highways anticipate when the SRN may limit future housing developments based on identifiable conditions. 7. Identify effective interventions that National Highways can implement or advocate for to reduce road-related barriers and support housing delivery goals.
