Mobile Plant Supply and Maintenance for London Energy Recovery Centres

London Energy is seeking suppliers to provide mobile plant equipment and maintenance services for its Recycling and Resource Centres (RRCs) located in Camden, Waltham Forest, Barnet, and Haringey. The contract will commence on 1 October 2026 for an initial three-year term with options to extend for up to two additional years (3+1+1) on a year-by-year basis. Barrowell Green RRC may be incorporated during the contract term at the Company's discretion. Lot 1 - Equipment Supply: Six material handling machines equivalent to Liebherr LH 18 M, equipped with waste rehandling grabs on solid tyres, long arms, machine stabilisers, and raising cabs. All mobile plants must meet comprehensive safety, environmental, and operational specifications including CCTV cameras, automated idle engine cut-off, HEPA filtration systems, windscreen cage protection, fire suppression systems, and all-weather operational capability. Estimated annual usage is 1,400 hours. Lot 2 - Planned Maintenance: Servicing, electrical upgrades, and wear and tear coverage. Contractors must provide 14 days' notice before planned maintenance. Replacement machinery must be provided if equipment is out of service for longer than 24 hours due to parts or engineer availability, or if repairs require off-site work. Lot 3 - Reactive Maintenance: Tyre and tail blade replacement with 7-day-per-week reactive maintenance service. Plant breakdown response and attendance required within 90 minutes of fault notification. All repairs must be completed during operational hours (08:30-16:30, Monday-Sunday). Suppliers may bid for any combination of the three lots. All mobile plants must be delivered to specified locations and maintained on-site throughout the contract term.
