    Brief

The Welsh Government seeks an evaluation contractor to assess the emerging outcomes of the More Than Just Words (MTJW) Action Plan 2022-2027, which aims to strengthen Welsh-language services delivery across health and social care. With approximately 18 months remaining in the current programme, this evaluation will examine: (1) progress toward programme aims; (2) improvements in the Active Offer and Welsh-language service delivery and their impact on patients, service users, and staff; (3) factors enabling or hindering progress and variations across organisations and settings; and (4) actions needed to enhance delivery and impact for the remainder of the current phase and beyond. The evaluation must also provide strategic evidence to inform planning of MTJW 2028 onwards, including future priorities, outcome measurement frameworks, monitoring arrangements, and conditions for successful Welsh-language service delivery. Contractors should be experienced in programme evaluation, health and social care service assessment, and bilingual service delivery frameworks.
