    Brief

    The Office of the Police and Crime Commissioner for Hampshire and the Isle of Wight seeks providers to deliver structured, trauma-informed interventions for adults aged 18+ who have committed low to medium harm offences. These out-of-court resolutions will address drug and alcohol-related offending, violence, and retail/acquisitive crimes through conditional cautions and community resolutions. Services must be accessible across Hampshire and the Isle of Wight, delivered flexibly via group sessions, one-to-one support, and online options. Interventions will help offenders understand victim impact, challenge harmful behaviours, address root causes, and promote accountability and behaviour change. Importantly, this is an offender-pays model where providers collect fees directly from participants (similar to speed awareness courses), with no government funding provided. Providers must demonstrate financial viability and effective fee collection arrangements. Services will be commissioned across six intervention lots covering three thematic areas.
