This procurement seeks a contract award to a single qualified supplier for an integrated HR and Payroll system that meets the following requirements: accurately and efficiently process payroll for the workforce; provide a centralized, secure employee data repository; support core HR functions including recruitment, onboarding, learning and development, performance management, absence management, and reporting; improve user experience and accessibility for employees, managers, and HR staff; ensure compliance with data protection regulations, employment legislation, Welsh Language Standards, and equality requirements; automate manual processes to improve data quality and provide actionable management reporting; and deliver a scalable, resilient solution with business continuity capabilities to support future organizational growth. The successful supplier must demonstrate capability in secure system delivery, integration with existing infrastructure, and support for the organization's compliance obligations.
