    Brief

    The West of England Combined Authority (WECA) is seeking to enhance its understanding of how sector development activities can contribute to the growth of priority sectors in the region. This initiative is crucial for achieving the goals outlined in the West of England Strategic Framework. The authority aims to identify effective strategies, opportunities, and challenges related to sector development that have not yet been addressed. By doing so, WECA will be able to better structure its Economy & Skills Directorate's sector development and investment activities, which will inform a future business case for a redesigned sector development service. WECA is looking to commission experts with proven knowledge of the local priority sectors and experience in sector development. The goal is to gain insights into how to support significant sector growth and meet regional priorities for residents and businesses through a focused sector development service. This project will involve identifying existing and potential support systems and interventions for the growth of priority sectors, regardless of who delivers them. It will also explore how WECA's sector development service can enhance or expedite this support, addressing identified barriers and seizing opportunities. The project aims to create a high-level 'sector development blueprint' that outlines impactful, repeatable interventions applicable across various sectors. Potential interventions may include addressing funding gaps, improving commercial infrastructure, enhancing trade and investment, developing supply chains, addressing skills needs, and providing business support. Proposals should be realistic and consider available resources, referencing best practices from the West of England and beyond. A clear link must be established between sector support and its impact on economic growth and regional priorities. Additionally, the work should identify key challenges in sector development to assist with risk management and planning.
