Hastings Borough Council Leisure Management Services Contract

Hastings Borough Council is seeking a leisure management partner to operate three facilities: Summerfields Leisure Centre, Falaise Gym, and White Rock Gardens. This is a 10-year contract (with optional two 5-year extensions) to manage and enhance leisure services, improve community health and wellbeing, and increase participation in physical activity. The contract includes a potential expansion to add a new space within White Rock Gardens. Bidders must submit three variant bids: a base bid with supplier-funded capital investment, a mandatory variant with council-funded facility investment, and a mandatory variant including padel board/tennis facility improvements funded by the council and/or Lawn Tennis Association. The service starts 1 October 2027 (contract mobilisation from 1 April 2027). The council will use a traditional Sport England contracting model with potential transition to an agency model by mutual agreement. The procurement follows a two-stage process with detailed award criteria available for Stage 2. The council reserves the right to award based on initial bids without negotiation.
