    The Connect to Work program aims to reduce 'Hidden Unemployment' by fostering a collaborative approach that empowers local communities in Cumbria, England. This initiative focuses on providing quality employment opportunities, which are known to enhance physical and mental well-being, offer financial stability, promote social interaction, and instill a sense of purpose. Connect to Work is a voluntary program designed to assist individuals who are economically inactive, particularly targeting disabled individuals, those with health conditions, and people facing complex barriers to employment. The program employs two main Supported Employment models: the Supported Employment Quality Framework (SEQF) and Individual Placement and Support (IPS). SEQF adopts a 'place, train, and maintain' strategy, ensuring participants are placed in appropriate jobs, receive training, and are supported in maintaining their employment. IPS integrates supported employment within health services, especially for individuals with severe mental health issues or substance dependence. Eligibility for the Connect to Work program includes individuals from priority groups who are economically inactive and seeking employment, as well as those at risk of job loss who may struggle to re-enter the workforce without support. Cumberland Council is leading the procurement for the Connect to Work program on behalf of itself and Westmorland and Furness Council. The service will be delivered equitably across Cumbria, ensuring all residents have equal access to the same level and quality of service, regardless of their location. Cumberland Council is inviting tenders for the delivery of both IPS and SEQF services across Cumbria as a single opportunity. Fedcap is seeking delivery partners to collaborate on this tender submission. We aim to leverage local capacity to provide IPS and/or SEQF services to eligible residents in Cumbria and are looking for partners with local knowledge, relationships, and experience in supported employment delivery models. Interested organizations are encouraged to complete the Request for Proposal (RFP) to explore collaboration on this opportunity. In our commitment to promoting inclusive economic growth and diversity within our supply chain, we particularly welcome submissions from local Small and Medium Enterprises (SMEs) and Voluntary Community and Social Enterprises (VCSEs). We value the innovation and local expertise that SMEs and VCSEs bring and encourage their participation in this opportunity.
