    Brief

    Public Health Wales is seeking an experienced external partner to operate and manage a two-year competitive grants programme offering funding to Voluntary, Community, and Social Enterprise (VCSE) organisations for gambling prevention initiatives. The programme is funded through the statutory gambling levy and provides temporary support to maintain prevention capacity within the third sector while permanent statutory public health infrastructure is established across Wales. Key responsibilities include: operating a secure online application portal, managing the Expression of Interest and full application processes, coordinating assessment panels with scoring and moderation, conducting pre-award and post-award due diligence, managing grant agreements, and providing ongoing applicant support and monitoring. The partner will handle all communications with applicants, including feedback, complaints, and appeals, and will produce a final programme-level report. Essential requirements: All applicant-facing systems, materials, webinars, and communications must be delivered bilingually in English and Welsh to an equivalent standard, complying with Welsh Government statutory language standards. All digital infrastructure must meet UK GDPR requirements. Funded activities are limited to preventative public health interventions such as awareness campaigns, targeted outreach, and community engagement—clinical treatment and crisis response services are excluded. This role offers the opportunity to support the third sector in delivering crucial gambling prevention services to populations underserved by statutory providers, while generating evidence to inform future commissioning decisions.
