Independent Best Interest Assessors Framework Agreement 2025

East Riding of Yorkshire Council is seeking to establish a framework agreement with independent Best Interest Assessors (BIAs) to conduct Deprivation of Liberty Standards (DoLS) assessments under the Mental Capacity Act 2005. This open framework will support vulnerable adults across East Riding of Yorkshire and surrounding areas. The framework operates on a rolling basis with submissions accepted throughout the year but evaluated once annually (typically in September). New providers can join at each annual evaluation window, while existing approved providers remain on the framework without needing to reapply. The third submission deadline is 12 noon on 1 September 2027, with successful applicants notified in October 2027 and joining the framework from 1 November 2027. This annual cycle continues throughout the agreement term until the penultimate year.
