Electronic Key Management System - Supply, Installation and Maintenance for SSEN Distribution and Transmission

Scottish and Southern Electricity Networks (SSEN) is seeking a Framework Agreement partner to supply, install, and maintain a secure, cloud-based electronic key management solution across multiple operational sites. SSEN Distribution requires replacement of 18 end-of-life electronic key cabinets and installation of 4 new units, while SSEN Transmission needs deployment across approximately 150 operational sites. The solution must provide secure storage, control, and audit of keys used by Engineering teams, with seamless integration into SSEN's existing PAC access control and security management systems. Key requirements include: robust and highly available 24/7/365 secure key storage with failback and break-glass capabilities; central cloud-based management; auditable and tamper-resistant operation; component-based architecture with integration to PAC, CCTV, and IDS systems; and compliance with industry standards including Cyber Essentials, Cyber Essentials Plus, ISO 27001/2, ISA/IEC 62443 (2-1, 2-4, 3-2, 3-3), and NIST 800-53. The solution must support access management for vehicle keys, substation keys, facility keys, and operational technology cabinet keys across multiple sites. Suppliers must demonstrate expertise in recognized security standards, proven high-availability architecture, and operational viability for large-scale deployment.
