    Brief

    The UK Department of Energy Security and Net Zero is seeking a supplier to manage the Climate Innovation Pull Facility (CIPF). This facility aims to support innovative solutions for climate change mitigation in developing countries, focusing on clean energy technologies and business models in specific sectors where support is most needed. The CIPF will utilize 'pull mechanisms' to create market demand for climate solutions, encouraging innovation by signaling the need for specific problem-solving approaches. This contrasts with traditional 'push mechanisms' that subsidize research and development costs. The facility will support projects aligned with the Ayrton Fund themes, including industrial decarbonization, sustainable cooling, smart energy systems, and clean transport. More details on these themes can be found on gov.uk. The procurement process consists of two parts: 1. A contract for a Facility Manager to oversee the program and manage 6-10 climate pull projects, each valued between £10 million and £50 million. This role includes program monitoring and learning. 2. A separate contract for an Independent Evaluator to assess the program's effectiveness and value for money at mid-term and end-of-term. This notice focuses on the Facility Manager procurement, which will be conducted through a competitive negotiation process. The initial contract value is £183 million over 5.5 years, with options to extend by up to £317 million and an additional 3 years. At least £150 million of the initial contract will be allocated for climate pull projects, primarily through grant funding.
