    Dublin City Council seeks a single service provider to establish and operate the Dublin Nights Help Zone, a mobile medical and welfare assistance service for nighttime locations across Dublin city. The service will provide immediate medical care, welfare support, and safety assistance to residents and visitors during evening hours, with the initial contract covering six months. The service builds on a successful 2025 pilot and supports Dublin's Night-Time Economy Strategy. The primary operating location will be Camden Street, a high-traffic area with strong community business support. The successful tenderer must supply and maintain a vehicle (Fiat Ducato or equivalent) that is roadworthy, insured, and compliant with regulations, complete with professional branding and setup. Each operational night requires a team of 2 PHECC-qualified medics, 2 PSA security officers, 1 welfare officer, and 1 site operator/driver. All staff must receive training in safety protocols, welfare procedures, and incident management. The provider must furnish medical equipment and kits meeting PHECC standards, implement a documented Emergency Response and Incident Management Plan, and maintain accurate weekly operational reports including engagement metrics, medical incidents, and referrals. If the service expands to additional locations, the same contractual terms and vehicle requirements will apply. This project is subject to funding confirmation.
