    Brief

Tower Hamlets Council is seeking a qualified provider to deliver a comprehensive Integrated Statutory Advocacy Service that consolidates two existing advocacy contracts into one nationwide service. The service will support eligible Tower Hamlets residents and those temporarily placed outside the Northeast London area with independent advocacy across all statutory functions. Key services include: Independent Mental Capacity Advocacy (IMCA) including Deprivation of Liberty Safeguards and Relevant Person's Paid Representative functions; Care Act Advocacy (CAA) for individuals with substantial difficulty in care planning or safeguarding decisions; and NHS Complaints Advocacy. The provider must ensure all service users understand and exercise their rights, participate fully in care and support decisions, have their voices represented regardless of capacity levels, and receive consistent, high-quality support across all locations. This is an opportunity to deliver person-centred advocacy that enables vulnerable residents to access statutory protections and make informed decisions about their care.
