    Brief

    The London Borough of Newham is commissioning a new Voluntary, Community and Faith Sector (VCFS)-led befriending, navigation and peer support service for families from pregnancy to age five. The service will provide accessible, flexible support through multiple channels including telephone, text, WhatsApp, web-based and virtual options, with particular focus on out-of-hours availability (evenings and weekends). Key features include: informal emotional support and practical advice delivered by trained local volunteers reflecting Newham's diverse communities; signposting and referrals to local services; warm handovers to Best Start Family Hubs; and outreach to underrepresented and seldom-heard groups. The service aims to reduce family isolation, build parental confidence, improve navigation of local services and systems, and act as a trusted first point of contact when other services are unavailable. Providers are invited to propose innovative delivery models using community engagement and digital channels alongside the core phone offer. This is a market engagement opportunity to shape a realistic and deliverable service design that will support vulnerable families in Newham.
