Government Procurement Framework for Low-Value, Ad Hoc Supplies

The Tail Spend Solution is a government procurement framework managed by the Government Commercial Agency (GCA) that enables public sector organizations to procure miscellaneous, low-volume goods and services through a digital marketplace. The framework provides access to a pre-qualified supplier base offering a wide range of deliverables including office supplies and stationery, computer peripherals and accessories, clothing and footwear, furniture, educational equipment, musical instruments, sports goods, art materials, domestic appliances, and cleaning products. This framework is designed to simplify the procurement process for routine, low-spend purchases across the public sector. The current framework agreement is valid until 25 January 2027, having been extended by 6 months from the original expiry date of 25 July 2026. The extension was approved under Regulation 72(1)(e) as a non-substantial modification, with no changes to the framework scope. Total spend through the framework has exceeded £100m as of May 2026, with forecasted total spend during the extended term not expected to exceed £200m.
