Contract Resources Framework for Capital Project Delivery

Yorkshire Water Services (YWS) is expanding its capital investment programme across construction, civil engineering, and water infrastructure. To support this growth, we are establishing a panel framework to provide flexible, on-demand professional resources. We are seeking suppliers who can deliver skilled professionals in project management, commercial management, quantity surveying, and project controls/PMO functions. Resources will support individual projects, multi-project portfolios, and programme-wide delivery, with assignments ranging from short-term tactical support to long-term programme roles. Role categories include: Project Managers and Senior Project Managers; Quantity Surveyors, Senior Quantity Surveyors, Commercial Managers, and Senior Commercial Managers; and PMO Managers, Planning Managers, and Project Controls Managers. Successful suppliers must demonstrate: • Proven experience in construction, civil engineering, or water/utilities sectors • Knowledge of regulated infrastructure environments • Familiarity with NEC contracts and collaborative delivery models • Capability to deliver on large or complex capital programmes • Relevant professional qualifications (RICS, APM, PMI) • Right to work in the UK The framework operates on a call-off basis, allowing YWS to select resources via direct award or mini-competition, with flexible assignment lengths and rapid mobilisation. Suppliers must maintain a live talent pool, ensure knowledge transfer during transitions, and provide transparent, fixed day rates by role and seniority level. Performance will be monitored across resource quality, mobilisation speed, delivery outcomes, governance compliance, and commercial value. The framework will be reviewed periodically to adapt to evolving programme requirements and market conditions.
