UK Public Sector Framework for Gas and Electricity Supply with Net Zero Innovation Solutions

The Contracting Authority is establishing a closed Framework Agreement to provide flexible gas and electricity procurement and supply services to UK public sector organisations, complemented by Net Zero Energy innovation solutions. The framework comprises three lots: Lot 1 covers flexible electricity procurement with metering and data services; Lot 2 covers natural gas procurement with additional services; and Lot 3 supplies innovation solutions for renewable energy and flexibility services. Participating Authorities can access two service options: Procurement Only Service (POSO) or Fully Managed (FM) services. Additional services include meter operations, data collection, renewable energy solutions, virtual power purchase agreements (PPAs), demand-side response, Smart Export Guarantee access, and Feed-in Tariff opportunities. For Lots 1 and 2, suppliers will be ranked as Primary or Secondary based on evaluation scores, with Primary Suppliers receiving first consideration for call-off awards. Lot 3 awards all suppliers meeting minimum requirements. Call-off contracts can be awarded without competition to Primary or Secondary Suppliers, or through mini-competitions among all capable framework suppliers. The Contracting Authority reserves the right to transfer Participating Authorities to alternative suppliers based on performance issues, supplier failure, or unmet needs, and may remove or suspend underperforming suppliers. A single supplier may be awarded multiple lots if it represents best value and meets strategic requirements.
