Integrated Housing and Asset Management System

Calico Group, a housing provider with over 5,000 homes in the Burnley area, is seeking a qualified supplier to deliver an integrated Housing and Asset Management system with Customer Relationship Management capabilities. This procurement supports Calico's digital transformation project BEAM, aiming to modernize service delivery through an end-to-end platform covering tenancy, neighbourhood, income, repairs, compliance, customer contact, and reporting functions. The competitive flexible procurement process includes three stages: Pre-Qualification Questionnaire (Stage 1), Dialogue and Invitation to Tender (Stage 2), and System Demonstration with preferred tenderer discussions (Stage 3). The contract will be delivered via an IT agreement framework, with implementation commencing February 2027 and go-live targeted for mid-2028. The initial term is five years, with optional extensions of up to five additional years (achievable through multiple one-year extensions), for a potential total contract value of £2.46 million over ten years.
