Brief

City of Liverpool College is inviting eligible training providers to deliver Adult Skills Fund (ASF) qualifications and programmes for the Liverpool City Region Combined Authority (LCRCA) in the 2026/27 funding year. This is a dynamic purchasing system framework with contract values ranging from £50,000 to £600,000. Selected providers will deliver training on behalf of the College while maintaining compliance with quality standards and regulatory requirements. Key requirements include: active UKPRN registration, proven track record of successful subcontract delivery, Matrix accreditation, and current Ofsted ratings of 'good' or 'outstanding' (where applicable). Selected providers will be responsible for learner recruitment, full training delivery, facilities, resources, awarding body accreditation, and associated fees. Only one level of subcontracting is permitted - providers must deliver all training directly with no further sub-subcontracting allowed. All provision must be completed within the 2026/27 funding year with no carryover to 2027/28. The College retains overall responsibility to LCRCA and Ofsted for programme quality.
