Network for Neighbourhoods Service Delivery - Second Phase Market Testing

The Ministry of Housing, Communities and Local Government (MHCLG) is conducting a second phase of Preliminary Market Engagement (PME) for the Network for Neighbourhoods, part of the Pride in Place Programme. This is an opportunity to test market appetite and refine the procurement approach for delivering support services to the Network for Neighbourhoods. Key details: The estimated contract value for the initial period (to 31 March 2029) is £13.03M NET of VAT, with a potential 12-month extension subject to further approval. Competition is expected to commence at the end of July or early August 2026, with contract signature anticipated by mid-late November 2026 and mobilisation by mid-late February 2027. A significant change from the previous PME is the integration of Early Adopters requirements - 20 local authorities with up to 30 Neighbourhood Boards will receive intensive, tailored support to transition towards community-led delivery models more quickly. This Early Adopters element will form part of the overall service requirement and will not be procured separately. The successful bidder must provide structured learning and development, governance support, community engagement assistance, and access to a community of practice. Learning and emerging blueprints will be shared across the wider programme. This PME invites suppliers to respond to specific questions regarding their interest as Prime Supplier or Consortium Lead, partnership arrangements, and views on incorporating Early Adopters into the contract scope.
