Paper and Card Recycling Processing Contract

Kent County Council seeks a waste processing provider to handle paper and card recycling materials collected across Kent. The provider will receive approximately 30,000 tonnes per annum of separately collected paper and card from kerbside collection and household waste recycling centres, delivered via KCC's network of transfer providers. Key responsibilities include reception, handling, storage, and processing of all materials while maintaining full compliance with environmental regulations and quality standards. The provider must ensure 100% recycling or recovery of materials with zero landfill disposal, supporting KCC's 99% current landfill diversion rate and zero to landfill objective. All output materials must meet industry standards including EN643 for recovered paper and be suitable for reprocessing into new paper products. The provider must maintain comprehensive documentation and audit trails from receipt through final destination, supplying accurate performance data to KCC for monitoring and statutory reporting. This is a single-lot contract with an initial term of five years, with optional extension for up to two further years subject to performance and mutual agreement.
