Brief

The Authority seeks an integrated, supplier-operated Network as a Service (NaaS) covering IT, Operational Technology (OT), and Broadcast networks. The successful supplier will deliver end-to-end managed services structured around the Authority's core network architecture, including: (1) Functional Services: Enterprise IT networking (LAN/WAN/Wi-Fi, remote access, perimeter), OT environments (building management, IoT, estate systems), broadcast and media transport networks, Tier 2/3 service desk support, and asset lifecycle management; (2) Non-Functional Services: high availability and resilience, Zero Trust security principles, end-to-end monitoring and observability, business continuity and disaster recovery (BCDR) capabilities, cloud and hybrid network enablement, and regulatory compliance; (3) Governance and Commercial Controls: multi-tier governance framework, transparent KPIs and SLAs with service credits, stakeholder integration, cost transparency, and flexible commercial mechanisms; (4) Service Lifecycle: controlled transition from incumbent with no operational disruption, mobilisation and knowledge transfer, continuous service continuity during transformation, and exit management capabilities. The service must support Parliamentary operations including special events with on-demand scaling and resilience. Suppliers should demonstrate expertise in complex, mission-critical network environments, security architecture, and large-scale service transformation.
