Domestic Abuse Needs Assessment and Strategy Development for Dudley

Dudley Metropolitan Borough Council is seeking external consultancy services to conduct a comprehensive Domestic Abuse Needs Assessment and develop a 3-year Domestic Abuse Strategy. This statutory requirement under the Domestic Abuse Act 2021 involves analysing data from local, regional, and national sources, consulting with service users and professionals, and producing actionable recommendations. The deliverables include a full needs assessment, implementation recommendations, a 3-year strategy with an outcomes framework, and key performance indicators (KPIs). The contract will run for 8 months (with a completion date no later than 31 March 2027) and will be reviewed every 2 months. This work will support Dudley MBC's Local Domestic Abuse Partnership Board in meeting statutory obligations to assess victim support needs, plan accommodation-based services, develop commissioning strategies, and report progress to central government.
