    Wigan Council is seeking a provider to deliver a comprehensive, integrated Drug and Alcohol Prevention, Treatment and Recovery Service serving adults and young people. The service will adopt a whole-family approach with emphasis on harm reduction, safeguarding, and improving outcomes across children, families and communities. Service Model: The provider will operate through a neighbourhood-based, whole-system approach that prioritizes relationships over traditional service delivery. Recovery workers will be embedded in local communities with flexible outreach, in-reach, drop-in services, and evening/weekend support to ensure early access. The provider will act as a system leader, coordinating with health, social care, voluntary sector, and criminal justice partners. Key Components: The service balances three equal pillars - Prevention (workforce development, brief interventions, trauma-informed practice), Treatment (evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment and criminal justice services), and Recovery (long-term outcomes including health, wellbeing, housing, employment and independence). Priorities: The service must reduce health inequalities, improve access for vulnerable and underrepresented groups, embed lived experience throughout design and delivery, and align with the borough's Community Health Improvement Transformation programme. Prevention of drug and alcohol-related deaths is a critical focus.
