    Kent County Council seeks a qualified supplier to conduct Road Condition Monitoring (RCM) surveys in accordance with PAS 2161 standards and SCRIM surveys in accordance with BS 7941-1 standards across their entire highway network. The supplier will deliver a complete end-to-end service, including all survey data collection, processing, and reporting outputs. The supplier must provide their own equipment, vehicles, and trained staff to undertake these surveys, either directly or through their supply chain partners. This contract supports Kent County Council's transition from legacy SCANNER and CVI survey methods to the modern RCM survey approach. While the Council is separately implementing a bespoke footway condition survey using internal staff, future contract amendments may include additional support such as staff training or survey hardware and software provision. The contract pricing schedule indicates anticipated survey volumes, but these quantities are not guaranteed. Kent County Council reserves the right to adjust the volume of survey work as needed, although no significant changes are currently anticipated unless the Department for Transport modifies its RCM reporting requirements.
