    Brief

    Swansea Council is seeking qualified suppliers through a multi-supplier Framework Agreement to carry out cavity wall tie replacement and cavity wall insulation extraction work on its housing stock and public buildings. The framework is divided into two lots: Lot 1 covers planned capital works including External Wall Insulation (EWI) schemes across multiple properties per project, and Lot 2 covers reactive one-off works on individual properties. Eligible properties include houses, low-rise and high-rise flats, sheltered accommodation, communal blocks, civic buildings, operational depots, and community facilities. This framework supports Swansea Council's strategic priorities to improve indoor air quality, reduce condensation and damp issues, enhance resident wellbeing, and ensure long-term building performance. The selected suppliers will help the Council meet Welsh Housing Quality Standards (WHQS), building regulations, energy efficiency targets, resident safety requirements, and damp and mould action plans.
