Healthy Child Programme Market Engagement Consultation

The London Borough of Redbridge is conducting a market engagement exercise to inform the recommissioning of its Healthy Child Programme (HCP), an integrated health service for children aged 0-19 years and their families. The HCP provides universal and targeted health visiting from pregnancy to age five, school nursing for ages 5-19 (extended to age 25 for care leavers and young people with SEND), National Child Measurement Programme delivery, and intensive early-years support. The service operates on a progressive universalism model, offering all families universal services with additional targeted support for those identified as at risk. Key features include integration with Best Start Family Hubs, Family Help, maternity services, primary care, mental health, and SEND services; proactive outreach for vulnerable families (including those with insecure housing, migration-related vulnerabilities, language barriers, and complex social circumstances); co-production and family involvement; and clear pathways with information sharing and outcome measurement. This is a non-binding consultation opportunity to understand provider capacity, interest, and innovation ideas. Your feedback will help shape the service specification, identify integration and innovation opportunities, and ensure commissioned services meet local health equity needs.
