    Brief

    The National Archives is seeking a qualified supplier to maintain, develop, and operate the legislation.gov.uk platform, which provides public and government access to UK legislation. This is a critical service that ensures freely accessible, up-to-date legislation is available in print and online, supporting the rule of law and democratic governance. Contract Details: - Initial term: 2 years with three optional 12-month extensions (2+1+1+1 structure) - Estimated maximum value: £10,200,000 (including VAT) over the full 5-year contract term - Scope: The supplier will maintain and develop multiple integrated platforms including: the public-facing legislation.gov.uk website, a publishing platform for government departments, an editorial system for in-house updates, a research portal for academics and policymakers, a linked data service for metadata sharing, and cloud hosting management services Key Responsibilities: - Manage and operate the legislation.gov.uk platform infrastructure hosted on AWS (EC2, S3, CloudFront, and related services) - Maintain security, performance, resilience, and cost optimization across Live, QA, UAT, and disaster recovery environments - Support multiple user groups: public citizens, government department staff, researchers, and policymakers - Ensure compliance with statutory obligations to register, publish, and provide access to legislation from the UK Parliament, Scottish Parliament, Welsh Senedd, and Northern Ireland Assembly - Implement infrastructure management using Infrastructure as Code (CloudFormation, EC2 Image Builder) and deployment tools (Jenkins, CodeDeploy) The National Archives will provide strategic leadership, governance framework, and technical direction, while the supplier delivers day-to-day operations and platform enhancement.
