Operating Partner for Leisure Services Contract

Ards and North Down Borough Council is conducting a preliminary market engagement to inform the procurement of an Operating Partner to manage and operate two leisure facilities: Bangor Aurora Aquatic and Leisure Complex and Queens Leisure Complex. The successful operating partner will manage all daily operations, maintenance and staffing of these facilities while delivering an Active Communities Programme focused on sport and physical activity for inactive and under-represented groups. The contract aligns with six strategic objectives including active and healthy communities, inclusive leisure access, strong partnerships, improved customer experience, and environmental sustainability. The operator will be responsible for funding staffing, reactive and planned maintenance, ICT systems, and proposing capital investments for facility improvements. The Council will retain control and funding of major lifecycle and capital maintenance works. This is a preliminary market engagement opportunity to help shape the final procurement approach, requirements, and tender conditions.
