Develop and deliver media literacy intervention to protect young people from romance and investment fraud

Ofcom seeks a supplier with expertise in working with men's and women's organisations and networks to create and deliver a media literacy intervention helping people under 45 protect themselves against romance fraud. The supplier must also integrate existing investment fraud resources into current digital inclusion programmes. Key deliverables by September 2027 include: developing co-produced activities and resources (such as training, workshops, or interactive tools) tailored for people under 45; embedding these into existing digital inclusion delivery; conducting stakeholder engagement including promotion to community organisations, supporting Ofcom policy development, and convening an expert steering group; and providing an evaluation report one month before contract end demonstrating measurable impact on agreed outcomes. This is an opportunity to strengthen fraud prevention awareness among young adults through trusted community channels.
