Glasgow Business Growth Programme - Phase 4 Framework

Glasgow City Council is seeking consultancy service providers to deliver business growth support to small and medium-sized enterprises (SMEs) across Glasgow. The framework aims to help SMEs achieve sustainable and inclusive growth, improve business survival rates, and support new business start-ups. Services will be delivered through a multi-lot framework covering approximately 10 specialist areas, using a combination of one-to-one consultancy (both face-to-face and online) and group sessions. The council welcomes applications from organisations of all sizes, including sole traders, and has designed the procurement process to be proportionate, transparent, and accessible, with evaluation focused on capability and delivery ability rather than organisational size. The current framework ends in March 2027, and the new framework will commence thereafter.
