ArcGIS GIS Platform Enterprise License Agreement - Multi-Site Service

SSE Networks requires continued enterprise licensing of ESRI's ArcGIS geographic information system (GIS) platform to support critical operational, engineering, and asset management functions across the organization. The platform is used to capture, manage, analyze, and visualize geospatial and asset location data essential for network infrastructure planning, spatial analysis, asset record maintenance, and regulatory reporting. ArcGIS is deeply integrated into SSE's technology landscape, serving as the authoritative source for location and mapping data when integrated with enterprise systems like Maximo. Over several years, significant volumes of business data, custom applications, workflows, user content, and system integrations have been built within the ESRI environment. A review of alternative GIS platforms confirmed that replacement would require substantial migration of datasets, redevelopment of system integrations, reconfiguration of business processes, extensive user retraining, and data validation, introducing significant cost, operational disruption, and implementation risk. This procurement ensures business continuity, maintains operational capabilities, and preserves the integrity of existing geospatial data, integrations, and business processes that are critical to SSE's operations.
