Household Waste Recycling Centre Operation and Management Contract

Oxfordshire Council is seeking a contractor to manage and operate six household waste recycling centres (HWRCs) plus materials management at a seventh site across the county. The contractor will be responsible for daily operations including customer reception, waste sorting and recycling, site maintenance, and haulage of materials to treatment facilities. Key responsibilities include: - Operating HWRCs at Alkerton, Ardley Fields, Redbridge, Drayton, Oakley Wood, and Stanford in the Vale, with customer services such as booking management, waste acceptance checking, and charging - Maximizing recycling and waste recovery in line with environmental regulations - Managing re-use hubs and weighbridges - Haulage operations and materials management across all seven sites - Supporting site relocations and redevelopment (including relocation of Ardley Fields to Bicester and redevelopment of Redbridge) - Maintaining site cleanliness, security, and repairs The contract offers two funding options: either the Council funds all capital assets, or the Contractor funds them. The 8-year contract is valued at approximately £59.5 million (including VAT) with an anticipated break clause at 4 years to accommodate Local Government Reorganisation planned for April 2028, plus a potential 3-year extension. Seven anticipated changes to services are outlined, and the contract will transfer to successor unitary authorities following reorganization.
